One of my colleagues was having problems with opening up a Windows User Control in the designer today. We are using the RTM version of VS Team Suite in conjunction with Team Foundation Server. All our code compiled fine and none of our other team members were experiencing the same problem. After some investigation we found a solution by deleting all files from the following folder.
C:\Documents and Settings\<username>\Local Settings\Application Data\Microsoft\Team Foundation\1.0\Cache
